Summary: Chloe has always trusted The Agency, a top-secret organization that partners superheroes with civilians.  She’s worked with lots of heroes before, but none of them have annoyed her as much as Oliver.

Chapter 1

Chloe made her way through the command center, heels clicking loudly against the floor, eyes downcast as she scrolled casually through her cell phone, looking over her messages, trying to see if there were any messages worth her time. People bustled around the office working at different stations as she continued toward the back of the room and paused near the door, finally looking away from her cell phone.

It was just after ten in the morning and she’d received an email asking her to come to the director’s office immediately for a meeting, one that would hopefully get her a new assignment. It had been close to five days since her last mission and she was getting bored. Having too much time on her hands was never a good thing.

Chloe unhooked the ID badge that was clipped to her pants and held it up to the box beside the door. The system scanned her ID and a green light popped up on the box. She reattached the ID badge to her pants and then bent slightly, letting the eye scanner do its job. Seconds later the system beeped, verifying her identification, followed by the sound of a lock popping open.

She pulled open the door and continued into a medium sized outer office. Chloe arched an eyebrow when she didn’t see the assistant there and figured she might as well just knock since she was there. It wasn’t like she’d get trouble, she was asked there after all. She raised her hand and knocked; the sound sharp, but controlled.

"Come in," Tess called without looking up from her computer. She continued to scowl at the mission report that her co-director had sent. The team had gotten the job done, but it had been sloppy and too many chances had been taken. She shook her head and quickly dashed off a reply, telling him to handle it as he saw fit. He was the only one who had even a tiny semblance of control over that particular pain in the ass superhero.

She heard heels clicking against the floor as she finished sending the email and glanced over at Chloe. "Thank you for being so prompt," she said. "Please have a seat."

“No problem,” she said as she stepped forward and took a seat. Chloe straightened up and crossed her legs, her eyes drifting briefly around the office before she found Tess Mercer’s gaze again. It had been a while since she’d been in the other woman’s office. Typically her missions were sent through a secured server, but she supposed it was about time she checked in, in person.

Chloe still remembered the first time she was ever brought to this office while she was still in college. The Agency had apparently decided to recruit her long before she even understood what it was. It wasn’t often she missed those days of blissful ignorance; she pushed her thoughts aside and smiled. “What can I do for you, Ms. Mercer?” she asked lightly.

"We've been playing this game long enough that you can call me Tess," she said as she folded her hands in front of her on the desk. Chloe was all business and that was something Tess respected. It was also one of the reasons she was their top agent. She knew how to get the job done and she didn't waste anyone's time.

"Chloe, we have some Agency protocols that one must adhere to once you reach a certain level. To be honest, you reached the level years ago, but someone on our end dropped the ball." Tess gave her a look that made it clear she did not appreciate the clerical error. "What's your personal situation?" she asked as she glanced at Chloe's hand, noting there was not a ring there. "Romantically," she clarified.

Chloe opened her mouth, but closed it quickly as a hint of confusion crossed her face. “Romantically?” she asked, wanting to make sure she’d heard the other woman correctly. It wasn’t often that the Agency asked about their personal lives. When Tess nodded, she shifted slightly, but didn’t break eye contact with her. “I work a lot?” she said, though her words came out as more of a question. Relationships weren’t exactly her forte.

She’d attempted to have one once when she first started at the Agency a few years ago, but that had been a disaster. She’d nearly had her cover blown twice and all she got for all of her trouble was being yelled at and dumped in public.

"Believe it or not, that was actually the answer I was hoping for," Tess said. She'd had this conversation with agents a lot over the years and it usually went one of two ways. It looked like Chloe's was going to go the easy way and she was relieved. Tess wasn't big on emotional situations and the last thing she wanted to see was one of their best agents breaking down in her office because of some man she was already obsessed with.

"As I was saying, we have protocols and one of the levels is a better, built in cover between an agent and a hero. I know you've worked with a few different heroes over the years and you will continue to do so on occasion, but for now, we want you to work solely with one hero in particular. But it's not just work. We want the two of you to get married," Tess explained.

Chloe tilted her head to the side, “So you want us to pretend we’re married for a set amount of time for a longer mission?” she asked lightly before nodding, understanding how that kind of cover would be useful. “Okay, when does the mission start?” she asked, knowing that there were all kinds of covers that the agency had people use; it was something they’d been briefed on before joining.

Tess shook her head. "No, I want you to get married. I'll have the justice of the peace come to my office; it shouldn't take more than twenty minutes."

Chloe’s brows drew together. “You want me to legally marry one of the heroes here?” she said slowly, confused as to why it would be a legal marriage if it was only a mission. It took a minute before realization set in. “This isn’t just a long term mission,” she said carefully. “Being someone’s wife is my new cover…permanently,” she said, though there was a question in her tone once again.

"Yes and being your husband is his," Tess replied. "Social situations come up whether we want them to or not and after a while, it looks a little strange when young, attractive people are always unattached and not interested in finding someone. It's a product of the world we live in," she added with a shrug. There were always going to be noisy neighbors or chatty coffee vendors and the Agency had figured out long ago that sometimes it was better to have a story in place that couldn't be questioned or disproven.

"Chloe, you're one of our most valuable assets and we know this isn't exactly anyone's idea of a fairytale. But I'm sure you know the mission is more important than those silly Disney dreams," she added.

Chloe had never hesitated to do anything the Agency had asked her to do because she knew the end game was worth it. What they did, helping people, was all she’d ever wanted to do with her life and she knew what that entailed when she’d accepted the olive branch they’d offered four years ago. So she wasn’t sure why there was any hesitation on her part at all now, though she supposed that a small part of her still thought one day she could have it all.

But it was an unrealistic and childish part of her so she ignored it and nodded. “Of course it is,” she said matter-of-factly. “I joined the Agency because I believe in what we do here,” she said honestly, “And if this is the next level up, then I’m ready to commit fully to whatever cover you have planned out,” she said with half a smile. “You can count on me, we’ve worked together long enough for you to know I don’t back down from my commitments.”

"Glad to hear it," Tess replied. She'd seen the hint of hesitation, but she couldn't blame Chloe for that; this was a big deal. "Clear your afternoon tomorrow," she said. "We're going to set this up for one p.m. sharp. We'll do the wedding, a quick briefing and then for the next week, your main mission is to get acclimated to married life. Make it look real," she added.

Chloe nodded. “I’ll be here with bells on,” she joked, even as she wondered if they already had a hero in mind. But since Tess hadn’t mentioned it, she assumed she was supposed to wait until tomorrow. She cleared her throat lightly and met Tess’s gaze. “I’ll make sure my schedule is clear, is that all?” she asked, her tone calm.

"Do you have any questions?" Tess asked. People almost always had questions when they were told about the marriage protocol. She knew Chloe was a company girl, but she also knew that she liked to have all the facts going into a situation.

Chloe rested her hands on her lap and smirked. “Several,” she said, glad the other woman had brought it up. “Do you know who it is I’m getting paired up with? What exactly does making it look real entail?” she asked as she leaned forward. “I assume I’ll be living with this person since we’re married, how exactly will that work? Is that something I’ll be working out with him or will the Agency be putting us up in a house with a white picket fence, two point five kids and a dog?” she joked.

Tess snorted. "This is not Little House on the Prairie. White picket fences are optional if you so choose, but most of our agents and heroes just pick one of their homes to move into. That's completely your discretion. You'll have to convince your friends and family and anyone else who knows you outside of the agency that you fell madly in love and eloped. That's usually the kind of cover story you work out with your new spouse," she added.

The Agency had attempted to give people cover stories in the past and it always worked out better when the new couple came up with one together. It was also a good way to test their skills of how well they could work together. "As for the hero, you're going to marry the Blur. Have you worked together before?" Tess couldn't remember off the top of her head. Partnerships tended to change a lot before marriage.

Chloe pursed her lips. “I believe I’ve worked with him in passing, but I’ve never met him in person,” she said lightly. “He’s highly spoken of in certain circles though.” She guessed it could be worse, though she wasn’t sure how she felt about marrying someone she’d never met. Plus convincing her cousin that she fell in love and married someone in a matter of days wasn’t going to be the easiest thing in the world, but she’d figure it out. “When will we be receiving our first mission?”

"He's very good at his job," Tess acknowledged. His people skills left something to be desired sometimes, but she was sure Chloe would discover that for herself. "As for the mission, as soon as something comes up, I'll let you know." The Agency liked to give couples an adjustment period, but Tess didn't blame Chloe for wanting to focus on work.

Chloe gave Tess a tight smile. “Okay, well then I guess I’ll see you here tomorrow, is there a specific time I should be ready?” she asked, wanting to make sure she took care of everything she needed to take care of before she came back for the main event.

"Just be here by one," Tess replied. She sent Chloe a small smile and then turned her attention back to her computer to see if the co-director had responded to her email and whether her presence was required for the meeting with their little problem child.

Chloe nodded, stood, and made her way to the door. She left Tess’s office and finally let out the breath that she’d been holding. She shook her head and as she walked back toward the door that would lead her to the main room of the floor. Well, that certainly wasn’t how she’d expected her Monday to go.


Oliver tapped his foot impatiently as he waited for the elevator to reach the bottom floor of the Agency. It was buried deep underground and he was never going to understand why the director preferred to work in a sub-basement that was practically a tomb than in an office like a normal person. Oliver also didn't appreciate being summoned to headquarters when he'd just gotten back from an extensive mission. He was pretty sure someone owed him a few days off.

The elevator doors opened and he walked out, making his way to the closed door at the end of the hall. Oliver didn't bother to knock, pushing it open instead and sending a smirk at the man sitting behind the desk. "You rang?"

Carter glanced up from the annoying machine on his desk, wondering how the hell he had gotten conned into being a man who sits behind a desk all day long instead of the one out there fighting, but that was another issue all together. He knew a large part of the reasons heroes were now forced to hide today was his fault. With everything that had happened with the Justice Society of America and how the government turned against them…it was something he didn’t like to think about.

He’d lost a lot back then, but that was years ago and he knew he’d been appointed co-director because of his once alter ego. He knew how to reach the heroes the way Tess didn’t, which was why she was in charge of agents.

Speaking of heroes, Carter caught sight of Oliver and sent the younger man a reprimanding look. “You’re late,” he glowered and shifted in his seat, “And how many times have I told you there’s a door there for a reason, show some respect and knock,” he said before motioning to the seat in front of his desk as he searched for the folder that was sent to him. “We need to stop meeting like this,” he commented, his voice gruff.

"You're the one who summoned me," Oliver reminded him, ignoring the lecture about knocking as he moved into the office and took a seat across from Carter's desk. He enjoyed giving the other man a hard time; probably because it was so easy. Oliver wasn't really sure what it was about him that rubbed Carter the wrong way, but Oliver had been getting under his skin since the first time they'd met five years ago.

He'd been skeptical about joining a secret agency of heroes, but Oliver believed in putting the mission first and if it was better for the greater good, he was on board. He might not always follow their rules, but that was because their rules were stupid and unrealistic. He pushed the thought aside and met Carter's gaze. "You know if you wanted to congratulate me on the mission, you could have waited until I had a chance to sleep and unwind for a bit."

Carter arched an eyebrow and leaned forward, folder in hand this time. “Congratulate?” he asked, annoyed, “You made a spectacle of yourself in France,” he said, his tone hard, “Have you forgotten that our whole reason for creating this organization was discretion?” He sighed. “You show off way too much and drawing attention to Green Arrow puts you and this organization in danger, Oliver. I’m still not sure how you don’t see that,” he commented as he tossed the folder to the edge of the desk so the younger man could see it.

Oliver wasn’t a bad person. He had leadership potential and was very good at what he did, which was one of the only reasons they put up with all of his bullshit. But more than that, Carter could see a lot of himself in Oliver and the last thing they needed was a repeat in history. “You’ve got to start taking things a little more seriously,” he said pointedly.

"I do take things seriously and you know it," Oliver replied, unable to keep the defensiveness from his voice. "I get that there are times to be secretive, but other times, we need to act first and worry about the consequences later. Don't tell me that you're not happy my team and I saved all those people," he challenged. Oliver didn't see what the big obsession with protocol was. They dealt with life and death situations and sometimes, choices had to be made.

Carter grunted, “That isn’t the point,” he said as he pointed to the younger man, “We all have people to answer to and sooner or later if you don’t start following protocol, that person is no longer going to be me,” he said before pursing his lips and leaning back in his seat. “Look I am glad your first foray into leadership went well and that a group of heroes worked together and saved a lot of people,” he said, his voice calm.

“Don’t forget I’m the one who told them you could do this. It was our first team mission and it was a success, but at a cost,” he commented. “I just want to make sure we don’t lose you because of your lack of listening skills,” he told him, point blank.

"I know how to listen." Oliver's jaw ticked and he forced himself to calm down, knowing that if he got defensive, Carter would just get annoyed with him. "I'm here because I want to be," he reminded him. Oliver knew the Agency had started as a way to keep heroes safe from the government, but it was completely volunteer-based and that was part of the reason he was so okay with being there.

"Look, I appreciate that you gave me a chance to lead, but I wish you'd stop worrying so much about protocol and focus on the fact that we did a good job. I know what I'm doing," he reminded him.

Carter shook his head, “You’re insufferable,” he said, though there wasn’t as much bite to his tone as there probably should be. “Don’t get creative again,” he said sternly, “We were able to contain most of the exposure this time, but really, cut us some slack, hotshot.” He glanced at his computer as it beeped again and barely refrained from rolling his eyes.

“I don’t know why she insists on constantly using this damn this to message me,” he mumbled to himself as he pushed one of the keys on the keyboard. “Is it that hard to pick up a phone,” he grumbled before glancing back at Oliver. “You’re giving me gray hair, kid. Take a few days off, you’ll get your next mission when they think you’ve been sufficiently punished,” he said, slightly amused.

Oliver grinned. He knew that was basically a compliment and a hug from Carter and he was more than happy to take it. "Sounds good," he agreed as he got to his feet. "I'm going to sleep for a day or so and then blow off some steam. You should tell Mercy she's welcome to join me," he added, knowing how much it annoyed Tess when he called her that.

Carter snorted, but his lip twitched at the corner. “I’m not touching that, now get out and next time knock or I’ll bring my mace out of hibernation,” he commented gruffly before waving the younger man off. “Oh and send your alien friend in here, tell him he’s about to get an upgrade and we need to talk,” he said before glancing back at the damn computer in front of him.

Oliver laughed. He was pretty sure Carter was a little afraid of Tess. "I'll tell Clark he's being summoned. Good talk, Big Bird," he added before he crossed the office and let himself out. Oliver reached for his phone and sent Clark a text, figuring his friend would see it eventually and he could head home and get some sleep.

Ohhh this fic seems interestingly intense, lol (sorry for my english). I can't wait to see what happens but please tell me that "something happens" and Clark is not going to be the husband of Chloe but Oliver will be :) I love stories that Chloe and Oliver take bad between them, the intensity between them is fantastic and then the passionate scenes are even better. Something new.....and intriguing. Check. Hot secretive agency. Check. This is going to be fun to read esp if the two adorable blonds would start off annoying each other. I sense many funny parts and steamy scenes. I admit im so curious to know what happened to have oliver replace clark as chloe's husband mission. Color me too curious and intrigued.

Yay!!!!! A new story from you guys. The concept it's very interesting it's completely AU but totally believeble. I'm intriged that Clark is the first choice of husband but we all know that something must happen to change that. Also I love Carter and Oliver. I can't wait to read the next chapter.

Awesome new AU story. I always love your guys' stories. I love the whole Agency thing. Man I give Chloe credit. That's some serious dedication willing to get married to someone she barely knows. I can't wait for some Chloe and Oliver interaction. Though I honestly love that Carter and Tess are in this fic. Thanks so much for posting this new story I can't wait to read what happens next.
