Chapter 2

Tess smiled politely at the justice of the peace who was sitting in her office before her eyes drifted to the clock. It was ten after one and the man had been sitting there with her and Chloe for over twenty minutes. Clark hadn't called to say he was going to be late, which wasn't really out of the ordinary since he tended to get distracted. But it was still annoying when they had an outsider in the office. "Why don't I have my assistant take you to the lounge?" she suggested, already reaching for her phone. "It's much more comfortable in there."

The justice nodded and Stella arrived a moment later and started to lead him away. The second the door closed behind them, Tess let out a loud sigh. "I'm sorry," she told Chloe. "I wish I could tell you this was a rarity, but due to his abilities, The Blur constantly hears calls for help. I'm sure the justice thinks you've been stood up."

Chloe held in a sigh and nodded. “I guess I can’t really blame him. If someone is calling for help, who could ignore that?” she asked as she shifted in her seat and crossed her legs. Honestly, she just wanted to get this over with. She’d done a little digging on the Blur and he was good at his job, which was a good thing, but she felt like they weren’t exactly the most compatible people in the world. She pushed the thought aside and pursed her lips.

“I’m sure he’ll be here soon,” she said diplomatically. At least she hoped he would be; the last thing she wanted to do was spend her day sitting around in Tess’s office waiting to get married to some guy she’d never met before.

"Maybe I should try calling him," Tess said. She started to reach for her phone just as the door to her office opened. She started to reprimand Clark about speeding into the room, but stopped when she saw someone else in the doorway. "You need to make an appointment and learn to knock. Go away," she said.

Oliver smirked. "It's good to see you too, Mercy," he replied cheerfully as he moved into the office, letting the door close behind him. "Sorry I'm late, but traffic at this time of day can be such a pain." His eyes fell on the petite blonde sitting on the other side of Tess's desk. "Are you the blushing bride?" he asked as he gave her an appreciative once-over.

Chloe gaped at him for a minute before sending a glare in his direction. Her gaze shifted to Tess, “He’s not the Blur,” she said matter-of-factly. Despite the fact that she’d never actually met him, she’d heard his voice and it didn’t match with the man in front of her, besides everyone knew who the tall blonde was…Trouble with a capital ‘T’. “What is he doing here?” she asked, doing her best to hide her annoyance.

"That's a very good question," Tess replied. She arched an eyebrow at Oliver. "You're scheduled for time off this week and from what I hear, you were very much looking forward to it. If this is another attempt to get me to go to bed with you, the answer is still 'no', it's always going to be 'no' and I need you to leave because we are in the middle of something or we will be as soon as the groom arrives."

Oliver smirked. "We both know that you want me, Mercy. But sadly, our foreplay is about to end because I'm about to be a married man." He winked at her and then turned, holding his hand out to the woman across from Tess. "Oliver Queen," he introduced himself. "It's my pleasure to be marrying you today, Ms...?"

Chloe glanced down at Oliver’s hand and then met his gaze, “Chloe Sullivan,” she said before glancing at Tess, “This is a joke, right?” she asked, not giving Tess a chance to answer her. “You don’t actually want me to marry him…do you?” she asked, not sure what the hell was going on.

"No," Tess replied firmly. "What are you doing, Oliver? This is not your assignment." She knew Oliver liked to push her buttons and Carter's and test their patience, but he didn't usually pull stunts like this and she had no idea what game he was playing, but she was not impressed. "You need to leave."

"Don't be jealous, Mercy," Oliver said as he lowered himself into the chair beside Chloe, ignoring the glare she was giving him. "You and I could have been great, but you blew it." He glanced at Chloe again. "I know this is a strange situation so I'm going to try not to be offended by your initial reaction to me." He flashed his best smile.

Chloe arched an eyebrow at his tone as she crossed her legs again, “Listen, Oliver, I can appreciate that you think your smile will make everything coming out of your mouth okay, and I admit it’s a nice smile, but whatever this is,” she made a circle with her hand in his direction, “It’s not going to work on me. So if we can get the Blur here and get this over with, it would be greatly appreciated,” she said, her tone bored, as she leaned back in her seat, wondering if maybe she should have put up more of a fight with this whole marriage thing.

Tess snorted. "She's got you pegged. That's why she's one of our sharpest agents. Oliver, you've had your fun. But please go. If you want to help, you can track down your buddy and tell him that he's over a half hour late for his wedding and I am not happy about it."

"I do have a nice smile," Oliver told Chloe, once again ignoring most of what both women had said. "There's been a change. I'm the one who is supposed to get married today." He reached into the pocket of his suit and pulled out the marriage certificate he'd picked up and the reason he'd been late. "Didn't you get the memo, Mercy?"

"What?" Tess snatched it out of his hands. She'd requested that Clark pick up the marriage certificate from city hall since he'd be coming from his job at the Planet. She skimmed the document and sure enough, everything looked legal to her, including Oliver's name in all the 'groom' spots.

Chloe leaned forward, a hint of panic in her chest. “But,” she paused, “I don’t understand? Why weren’t we told? I think I have a right to know if plans changed. This is my life too and I didn’t sign up to marry you,” she said before glancing between Oliver and Tess, “I’ve been pretty good about all of this, but if you want me to go through with this, then I need to know why we’re playing musical grooms,” she said matter-of-factly.

"I don't know," Tess admitted. There was nothing she hated more than being out of the loop. She narrowed her eyes and turned her gaze on Oliver. "For once in your life, give me a straight answer," she ordered. "How did this happen and why wasn't I told?" she asked.

Oliver bit back the sarcastic retort that was on the tip of his tongue. "I don't know why Big Bird didn't fill you in. I assumed you were in on his idea to domesticate me," he lied without batting an eyelash. "I guess this is some kind of punishment for what happened in France." He held up his hand when he saw her open her mouth. "I still don't think I did anything wrong, but whatever. If you don't want this marriage on the books, fine, but take it up with him." He started to get up.

"Wait," Tess said. She studied Oliver for a moment and then reached for her phone, pausing when she remembered Carter was on a mission and would be gone for the rest of the week. "Carter did say something about sending me an email, but I never got it." Her frown deepened as she turned to Chloe. "I'm sorry for the mix-up, but this still needs to happen. Marriage is the next step for you and Carter is right. Oliver could use the structure."

Chloe opened her mouth to protest, but closed it almost as quickly. “Alright,” she said, her tone clipped as she held out her hand, “I’ll need a pen to sign the license,” she said before glancing at her, “Why don’t you go get the justice of the peace so we can get this over with and get into the debriefing?” she suggested, keeping her tone light.
She needed to get through this before she overanalyzed everything and wound up backing out, something she couldn’t do. This was the next step at the Agency and maybe if she kept telling herself that, the small pocket of anxiety that was welling inside of her would go away.

"Good idea," Tess said. She started to get up and then changed her mind and locked her computer first, sending Oliver a look before she made her way out of the office to find the justice.

Oliver rolled his eyes. "Her hostility is only masking her feelings for me," he said. Oliver turned back to Chloe. "So Chloe, what's your deal?" he asked. Oliver knew they hadn't worked together before, at least not face to face, but he'd heard her name around the Agency. He knew Tess was serious when she'd said Chloe was one of their sharpest agents.

Chloe found a pen and glanced briefly at Oliver as she leaned forward and signed the marriage license. “I’ve worked for the Agency for the last three and a half years,” she said as she finished signing her name, “I’m a Capricorn, and I don’t like bullshit,” she said as she placed the pen back on the desk and leaned back in her seat as she studied Oliver.

They were going to be married in a few minutes and because of that Chloe figured it probably wouldn’t be a good idea to alienate the man she was supposedly supposed to spend the rest of her life with. She let out a small sigh and forced herself to stop reacting so defensively, “What about you? What’s your deal, Oliver?”

"Believe it or not, I don't like bullshit either," Oliver told her. He picked up the pen and signed the marriage license with a flourish. "I've been with the Agency for almost six years and I am one of their best assets. That's not bragging; it's just fact," he said as he set the pen down and shifted in his chair to face her. "There are a lot of stories out there about me. Most of them are true," he admitted.

Chloe arched an eyebrow as a hint of amusement crossed her face. “Well you certainly think highly of yourself,” she commented. “I’m the best agent they have, hands down, but I typically have enough tact not to go around saying that,” she admitted, “But since we’re putting it out there…” She let her voice trail off as she glanced at the door momentarily before looking back at Oliver and attempting to unsuccessfully read the expression on his face.

"I do think highly of myself and that's not a bad thing," Oliver replied with a shrug. "It takes a lot of confidence to take the risks that we do and I'm okay with that." He didn't care that people thought he was arrogant; he was. People also said he was reckless, but Oliver didn't see it that way. He saw it as being fearless and he had no problem with that.

“Lovely,” she said with a sigh, “I’m marrying an adrenaline junky, whose ego is probably the size of this room. That’s going to work out well,” she mumbled as she glanced at the door, wondering what was taking Tess so long. Chloe could feel eyes on her and she shifted in her seat and met Oliver’s gaze. She arched an eyebrow, “What?” she asked curiously, not sure what the look on his face meant.

"You're pretty judgmental," Oliver commented. "That's not really a nice quality in a person. Maybe I'm the one who should be up in arms about being stuck in this marriage." He really didn't see what her problem was. They'd barely known each other for five minutes and she was already acting like he was some kind of plague.

Chloe frowned, “Judgmental?” she asked, “I’m making statements based on facts, maybe you aren’t putting your best foot forward,” she said, annoyed by his comment. She was the least judgmental person out there and he’d know that if he knew anything about her. “Just because you’re good at what you do, it doesn’t mean you need to be arrogant about it,” she explained.

“And from the reports I’ve read, you like to take risks. Are those not fair statements?” She arched an eyebrow, not giving him a chance to answer as her brows drew together, “I’m not judgmental,” she said quietly as she uncrossed and recrossed her legs, not sure why she was getting so bent out of shape. Obviously she wasn’t putting her best foot forward either.

Oliver could tell that he'd hit a nerve and was tempted to continue pushing her buttons, but he knew how the Agency's marriage policy worked. There was no getting out of this arrangement until death did them part and they were already off to a bad start. "Chloe, maybe we should..."

He was cut off when the door opened and Tess walked into the room with the justice right behind her. She sent them a tight smile. "The justice received a call and needed to leave, but I convinced him to marry you two first. Justice Peters, this is Oliver Queen. He apologizes for being late. Let's get started," she said briskly. Tess hated when things like this didn't go like clockwork and she was not happy.

"Mr. Queen," the Justice said politely. "Ms. Sullivan, if you're both ready, we can begin. Ms. Mercer has informed me that you require only the basic ceremony. Is that correct?" he asked.

Chloe briefly wondered what Oliver was going to say, but she knew they couldn’t very well talk about it with the Justice there. She glanced over and smiled brightly, more than a little adept at playing a part when she needed to. “That’s correct, thank you again for staying; we really appreciate this,” she said, her tone light as she smiled at the Justice, “We just didn’t want to wait, when you know, you know, right?” she asked, “Should we stand?”

The justice nodded. "Please stand and join hands," he directed as he reached into the pocket of his suit and pulled out the book that contained the marriage ceremony.

Oliver got to his feet and held his hand out to Chloe to help her up. Once she was standing, he took both of her hands in his and turned to face her as the justice began the ceremony. He wasn't really listening to the words and he couldn't really tell if Chloe was paying attention either.

He had to give her credit for turning on the blushing bride persona so quickly. He assumed that was why she was one of the best agents they had. He could hear the justice saying something about eternal love bringing people together so he smiled brightly at Chloe and brushed his thumb against hers, amused by this entire thing.

Chloe had to keep herself from rolling her eyes at his words as she tuned him out and made a mental list of all the things she needed to do when they finally finished here. She kept the smile on her face and the doting look in her eyes as she held Oliver’s gaze, wondering what was going through his head right now. The sound of the Justice saying ‘I now pronounce you man and wife, you may kiss your bride’ caught her attention.

She stepped forward into him and slid her hand down his chest until she was gripping his waist. She arched an eyebrow at him, almost in a challenge, as she tilted her head back slightly, waiting for him to kiss her.

Oliver nearly laughed at the obvious challenge he saw in her eyes. "Gladly," he told the justice before he cupped her cheek in his hand, tilted her head back and kissed her. Oliver could already tell she was one to get into character so he took his time, drawing the kiss out slowly as his mouth moved over hers.

Behind her desk, Tess didn't bother to hide the fact that she was rolling her eyes. Leave it to Oliver to put on a show, she thought, irritated. She sent the justice a tight smile. "Thank you for your time. My assistant will be waiting to show you out." She gestured toward the door and he took the hint, nodding at her and then turning to leave.

Chloe returned the kiss, deepening it, not one to be outdone. She heard the sound of the door closing behind her and broke the kiss, immediately stepping back. Her heart was pounding slightly in her chest and she felt the strangest tingle on her lips. She ignored it and turned her body slightly so she could see Tess.

“What now?” she asked, not sure if they were supposed to go or if there was other paperwork to fill out for the Agency. Diving right into things helped her keep her mind focused and off of any strange things she might be feeling.

Oliver raised an eyebrow at his new wife, a little impressed by her going all in for that kiss. Maybe the two of them being married wouldn't be so bad after all. He turned his attention to Tess. He could see that she looked a little annoyed and Oliver assumed that was because there was nothing she hated more than not being in control. "I don't know about my lovely wife here, but I vote for an extended honeymoon."

Tess rolled her eyes again. "You would, but that request is being denied. As I told Chloe earlier, your next step is to sell this. It's going to be a lot harder now that the groom is the tabloids' favorite playboy." If Chloe had married Clark, not that many people would have probably noticed since the farm boy was so unassuming. But everyone knew Oliver Queen and his sudden marriage was going to be a spectacle. "Everyone will assume you're pregnant or a gold digger," she told Chloe.

Chloe pursed her lips and gave a shrug, “I suppose there could be worse things being said about me,” she said lightly, not exactly happy about being in the spotlight. It wasn’t her biggest concern though, Lois was. It was going to be hard enough to convince her stubborn cousin that she had gotten married in general, let alone to Oliver Queen.

Lois would never believe Chloe would go for someone like him and she didn’t exactly run in the same circles as he did. “I assume if we’re doing our job correctly, then those rumors will be put to rest quickly,” she said, keeping her tone professional. “Maybe a few public outings to show people we’re in love and boring and they’ll go away,” she suggested, keeping the hopefulness out of her voice.

Chloe finally glanced at Oliver, “What do you think?” she asked, her tone casual, knowing that since he’d lived in the public eye, he would probably have the best plan, not that she liked deferring to him, but she would because it made sense. Plus, they were married now; something she was pretty sure hadn’t even hit her yet or she’d be a lot more panicked than she currently was.

"Things will be chaotic at first," Oliver agreed, knowing there was no way around that. "But you're right. People get bored easily and if they see us together and acting like we don't have a care in the world, they'll move onto something else." The press in Metropolis usually got bored with him pretty fast so as long as he avoided going home to Star City, Oliver figured there shouldn't be too much of an issue.

Tess nodded. "It's not ideal, but it'll work. Chloe, your background story is tight enough that people won't be able to find your connection to us," she said confidently. "In the meantime, the two of you need to come up with your cover story and make sure it's believable and you can sell it." She glanced at Oliver. "I assume you'll have Chloe move in with you for practicality if nothing else. Take care of that today," she added.

Chloe pursed her lips, “I have an apartment full of things,” she commented, keeping her tone light, “I’m not sure a day is enough to bring everything to his,” she paused, “apartment?” she asked, not sure where he even lived. Chloe also wasn't sure why she needed to move in with him. She pushed that thought away almost immediately. Yes, she did know why she was moving in with him. They were married and this cover needed to work.

She wasn't sure why there was so much internal conflict going on inside of her or why she was being so confrontational with Oliver when it was just them. She needed to take a deep breath and reevaluate her attitude quickly so they could come to some kind of understanding on how things were going to work.

"I can pay someone to take care of that for you," Oliver said. "My place is a bit bigger than an average apartment, but I suppose that's still the right word for it." He glanced back at Tess. "Are we good here, Mercy, or do you have another lecture for me?" he asked, his tone bored.

"You can go," Tess replied dismissively. "I still don't know why Carter agreed to this because I see nothing but trouble." She sent Oliver a cold look. "Don't screw this up," she warned. "It isn't just about you anymore."

He rolled his eyes. "Got it, thanks," Oliver muttered, annoyed. He sent Chloe a tight smile and held out his hand. "What do you say, Wife? Are you ready to go?"

Chloe hesitated, her gaze briefly darting to Tess before she looked back at Oliver. She swallowed heavily and nodded before taking the hand he held out to her. “I’m ready,” she said as she moved beside him, wondering briefly what the hell she had gotten herself into.

I understand why Chloe's not really happy with it.It was really nice of her that she was so dedicated to the Agency and agreed to marry the Blur, while she doesn't even know him in a first place and then she found out that she would stuck in a married with someone that annoyed her at the last minute.Oh,I love when they can't get along at the beginning.It's so funny.Great chapter!I can't wait for more.

Funny chapter, by the way, although he does not appear in this chapter I adore Carter. It's great that you are to be including him in this story and interactions Carter / Oliver are always hilarious :)

What a fun way to begin a story! Can't wait to see how married life treats the two of them. :)

I'm also curious to see if Oliver was truly meant to marry Chloe, or if he pulled a fast one on Tess and Chloe while Hawkman was away. hmmmm...

I don't know why but I think Clark's chickened out at the last minute and asked Oliver to take his place and Oliver being the great friend that he is sacrificed himself because that's who he is, heh! Got myself a good theory, right?
Anyway, it doesn't matter why, the fact is that Chloe and Oliver are now officially married and we're in for a lot of fun! Yay!
